Advice on blacklisted phone sold to me

    Ask him directly exactly why it was blacklisted.
    Or just ignore him
    Then you can speak to police, or block him etc.

    Paypal has returned the money...the OP could keep the phone but morally should make every attempt to find it's true owner.

    He's already been advised to speak to police .

    You have your refund, now take it to the Police and let them deal with it, and tell the seller what you have done.
