loss of power/volts/amps

I suffered from a power cut this morning at 4.30 am and lasted until approx 10:30 am.
There are six blocks in the private complex I live in and they all suffered as did the local school.
Now as I returned home this evening and turned the lights on I they are noticeably dimmer. like a dimmer tuned down a 1/4. I have turned the electric oven on and this is not heating up as quickly as it used to.
I have just checked with some neighbours in two different blocks and there lights and power seems to be fine and unchanged, I haven't spoken to anyone in my block at present though.
Can anyone advise me of what I need to do or contact to get this resolved?

    Contact your local distribution business, they are who are meant to provide you electric at the correct voltage.

    Brilliant! Just called UK Power Networks and they are reporting it to their engineers and I am awaiting a call back from them. I have never heard of this happening before but the last power cut I remember was in the winter of discontent!

    There are a few reasons you can get this after a fault.
    The timings suggest that it was either a transient (a fuse blows but supplies come back on when it is replaced) of where an alternate feed has been put on.
    Generally until a customer advises them the DNOs don't know there is a problem

    indeed sounds like a phase missing on a 3 phase supply....or low volts
    you are possibly being fed from a different source which would explain the low volts.
    as has been said contact your distribution network operator

    Thanks for everyone's replies. I tried the lights again at 11pm and they were fine, all back to normal.

    This is happening in my house now, and has been since last night. The lights are all dim. I thought a bulb had gone at first, but there are all working, just dim.

    Tonight when I came home there were about 6 electricty vans parked on the next road, so there must be a problem.
