Self Assessment and IVA

Hi first time user so I hope I'm following the rules.

I am trying to complete a self assessment form for my boss who for the year ending Apr 2012 entered into an IVA. I do not know anything about an IVA other than its taken his unsecured debts including hits PAYE and VAT. I have spoken to the HMRC and they say his IVA agency should sort his self assessment, the agency do not agree and say he has to complete it. Does anybody know which is correct. My boss is clueless and can't even provide me with that years accounts, the IVA agency have said they returned them. I've never done a self assessment before and I know it's late but assumed it was all being done by the IVA agency. I've got 24 hrs to complete it with no information, records. Can anyone help?:(
