Cold Weather Payment

Can anyone comment on this, please.
My elderly Mum gets cold weather payments and had one last week.
The letter said £25 (and that's what was paid) but she reckons she's been 'short-changed' by £5.
She said she used to get £30.
I've checked back through her bank accounts and the last time she received one (late 2010) it was also £25.
Has CWP ever been £30?
She also reckons (I can't determine if she has heard (or maybe misheard) something on TV or has been talking to other 'elderlies' that (her quote below):
'those people in big houses who don't need it are getting £30 'cos he doesn't want to upset them'.
I assume by 'he' she means David Cameron & the current Govt.
She is insistent that she is being short-changed compared to other, more well-off people.

cwp has never been £30 it used to be £8.50 the the labour gov put it up to £25 in 2008 temporary the con dems made this pernament in 2010Can anyone comment on this, please.

I remember it being £15 then there was a one-off payment of £60 a few years ago then it went upto £25.0
