PC slowing down/crashing

I've got a Dell 4300 running Windows ME. It's over 3 years old and I'm having problems. I'm getting odd error messages e.g. an error has occurred followed by lots of stuff that I don't understand - sometimes I can just hit enter and carry on, sometimes the machine locks up and I have to re-boot.
Also I think there are programs running that I don't know about - if I run Scandisk it won't finish because the disk is being written to.
I've seen posts talking about a complete reinstall but I can't find any info in my documentation about how to do this.
Is a re-install the answer and can this be done by a non-techie?
If I can't do it myself, roughly how much would it cost to get an expert in?
Be grateful for opinions or any other suggestions

Reinstall will save you alot of fuss and time!
It should take a techie 1-2hours.....then he can leave you to install other progs u use. People round here advertise to fix for £15 per hour.
You really should use Win98SE instead of WinME if it cant handle XP/2000.0 -
