help needed with housing

hi all
I wonder if anyone on here can help me regarding my housing situation
at present I am a secure tenant with a London borough council I receive the high rate care and mobility component of dla and I am also in the support group for esa but I need to move to Suffolk where my sister has been living for 6 months because I need her help and support and the family network to be able to lead any sort of decent life.
I applied to Suffolk coastal and district council to register for housing and have been awarded band c on medical grounds to receive support from my sister and my case was put in front of a special needs panel for their recommendation which they have decided that I do not have any priority needs on mobility grounds or being able to support my request for needing ground floor accommodation as they are saying that I am adequately housed when I telephoned them today the lady I spoke to was very rude and told me that they are unable to rehouse me as I don't meet the recommended requirements and I do not have a local connection to any of the gateway to homechoice boroughs can someone please advice me of my rights regarding my disability's and the councils decisions as without the help I need from my sister I cannot cope many thanks in advance

do you have any other family in the area you want to move to?
if it's just your sister, then you may struggle as they usually want to see a connection of 2 + years0
