Broken pay and display machines

No its not ok for them to run a car park like this - not without an increase in their observation time anyway.

So the other machines are quite a way away. Are they in direct sight of your vehicle? What happens if there is a queue of people waiting to use them? Has the council drastically increased its observation time for this? (5 minutes wouldn't be enough), What happens when the CEO wrongfully issues a PCN for no valid ticket when you were in fact struggling to purchase one? Will they be paying compensation for vexatiously issued PCNs? What happens if the machine swallows your money, you've no credit on your mobile and can't ring the parking office?

There is a whole list of reasons why they should not be enforcing the car park. Most parking managers will ignore them though and persist in trying to force people to make payments however its not right and any PCNs issued would almost certainly be quashed.

Of course the above doesn't apply if the machines ARE all visible.. if thats the case then they can still enforce (although with machines that then go wrong they can't).
