Are these apps you download available on laptops or only on smartphones and tablets?

Depends. Windows 8 now has an "App Store", which also works with Windows 8 phone. Apple have a store too which in some cases can mirror the MAC and the iPhone / iPad although more often than not, an app on the MAC would have to be repurchased for the iphone or ipad and vice versa.
Google has Android for it's phones and although they do have a desktop OS in the offing, the play store serves Apps for just Android phones0 -

The apps available on Android bear very little relation to those on Windows, Mac OS or even iOS. Some may share the same names and do the same things but they are not generally interchangeable.

In some cases, yes.
Easiest way to find them is to pick one that you're interested in, 'appname', determine the operating system on your PC ('opsys'), and search for
"appname opsys download" with google or similar....
But as previous poster said, they won't necessarily work exactly the same way as they do on the tablet. Some games which I use on a tablet work through a web browser on PC or laptop, and don't need to be downloaded at all.0 -

A lot of them are stand alone apps, so can be used offline, was aimed at the very successful chromebooks.Mansion TV. Avoid at all cost's :j0
