Agree with above, go for a totally organic cream. My daughters skin is so sensitive that she can only use organic with no problems. Even some products that claim to be sensitive still contain chemicals that some skins will not tolerate, with organic there are no chemicals.
I would definitely take her to the doctors, my son has this and myself (but not as bad as son). I put a very small amount of hydrocortisone on first and then Diprobase cream over the top. You only need to use the hydrocortisone when it's very itchy, but use the Diprobase as often as you can. I find E45 and Double Base don't work at all, but swear by Diprobase (very moisturising and instant relief). Hope you find something soon for her.
