Should Prizes be New?

I was just wondering what other people's experiences are. I received a DVD through the post today but the DVD is unsealed and looks to have been used. So I was wondering are all prizes supposed to be brand new? Any ideas...don't get me wrong I'm pleased to have won something but I usually give away things I win as gifts…

I won some GHD straighteners a few years ago the box had been opened etc didnt look like had been used though
