Lost share certificates

My father died last March and since then I have bee trying to transfer some shares that were in his name into my mothers name. The company dealing with this are Capita. They claim they sent them out in October and my mother says she remembers getting them, but isn't able to find them.

Capita now want £280 for a letter of indemnity insuring them against somebody turning up claiming the shares.

Is there anywhere else I can go for this service?

I have tried my mothers bank - Santander but they didn't seem to have a clue what I was talking about. MY bank First Direct say they could do it for me but not someone who wasn't a customer.
