Firstly, sorry if this is posted in the wrong place ... I couldn't really find an appropriate spot.
A friend needs to produce a photo ID, but doesn't have on at present.
He is 20 and had a passport but it has expired. His options seem to be

- Apply and wait for a new passport ... expensive as he doesn't really need a passport at the moment
- Apply for and wait for a provisional drivers licence

There are a few age proof card around, which are cheaper than a passport, BUT check with where he needs ID as to whether they're accepted before applying.

is the one mentioned on the Think 25 scheme (booze and cigs) as it bears the PASS Logo on various cards.
http://www.pass-scheme.org.uk/for-young-people/ will give you options on local schemes, or cards you can apply for that have the pass hologram.0
