Home Care Bill increase of over 200%

Hi, as the title says, my bill has gone up by over 200%. I have rung the council for info about this but nobody has got back to me.
Has everyone's bill gone up a lot? Can anyone point me to a web site that might have information that will help me understand why such a huge increase and how it's worked out?
I don't object to paying towards my care bill but I'd like to know how they work it out and whether costs have gone up so much nationally.
I wouldn't be posting if the council had returned my calls.

I know our council used to have a flat rate for everyone regardless of help needed, and now they're moving towards charging people with higher support needs more to reflect the "true" cost.

My council has always means-tested and charged accordingly; they'd charge me the full cost of any care.
