Logo done on Publisher a bit shady - any suggestions for free logo design progs?

I've done the logo for my husband's new company on publisher, it looks ok but is quite hazy when printed - he says it doesn't matter but seeing as we've put a strap line 'Raising Standards' on it (he's FLT instructing'..), I think it needs to be spot on to avoid sarky comments!
We can't really afford to have it done professionally, we're happy with the design, too. I wonder if anyone knows of any good free programmes I can download to get a helping hand in cleaning it up a bit for his leaflets, etc?
His Business Link advisor said we'd never do them as well as we'd get them done professionally...all comments/advice on that welcomed, but I figured if we had the logo properly set up to insert as a picture, and we could change the size of the logo without compromising the quality of it, it's half the battle won and the letterheads, etc, would be ok to do ourselves.
Alternatively, does anyone know how much logo tweaking costs???
