Hi guys, I received a PCN for Enfield Council today because I was literally "30 centimetres" in my idiot neighbours dropped kurb. I want to make an appeal but need some help on my argument. As i mentioned I was only about 30cm in and did not at all block her car.

Read that one first as a guide about what to post, what to do, what sort of wording to use in an appeal and what sort of advice you'll get. If your car was not actually next to the flat bit, level with the road (like in the linked case, he was not in front of the lowered kerb) then there is no contravention and you'll win in the end.

But almost nobody wins at the first informal challenge stage because that's the Council's game of bluff where they turn them all down and dangle the carrot of a reduced penalty once more...so that lots of people just give up. Be ready for this - and if you think there was no contravention you must forget the discounted penalty and just press on with each appeal stage.
