Almost certainly. Is there any way of getting them to prove that the scales are accurate? (I would have thought something like the Weights and Measures Act would have a clause about equipment calibration and displaying a certificate of compliance - does this apply?)0 -

but I had another thought after I went to bed last night and wonder if there might be another explanation.
OP would have been told to send item back tracked, so the Post office sold her their only tracked service which was special delivery , and special dleivery up to 500g is £6.35.
So seller 'charged' £3.99 to send them and actually paid £2.20 second class up to 500g. Going back with full tracking was special dleivery. However, OP should be able to clarify that as there will be details on the receipt about the service used. The receipt will also show the weight, so OP what does that say?
