Good morning "Scrounger,"
It is highly likely that "giraffe69"s information is correct.
However; for further clarification;-
Go to the Post Office and get a form D1 (no charge).
Get a passport type photo (no smiling, do not wear glasses). Get a responsible person to sign the back and say on it that the photo is truly you. That person must not live at your address or be related to you. He must have known you for at least 2 years. (Doctor for example).
Fill in the D1 form (Section 2)
Provide proof of identity - As you have no passport; you can provide either a BRP or EU/EEA National Identity Card. If you do not have either of these; you can send a birth or adoption certificate (original only) along with one of the following;- National Insurance Card or original letter about a claim for benifit, or an original letter from the dept of Works and Pensions showing your national insurance number, or a photocopy of the front page of a benefits book, or an original marriage certificate.
Send your old paper license with the D1, photo, Proof of identity and £20 to the address on D1. Don't worry too much about the Fee. You are helping to pay for my renewal (I,m 75). Anyway; as you have no passport; you should be rich as you have not spent lots on foreign holidays! (maybe you go to Blackpool instead!)17 Sharp Panels. of 230 watts (3.91 KW)

I just wish I could keep my existing licence as these new photo ones create more hassle & expense!

"Scrounger"; "Giraffe" got his free because he did not have to supply a new photo. You could take your own photograph and print it on good paper but you risk that it is not of good enough quality. You are not allowed to have a paper license anymore - now that you have to change it because of an address change.17 Sharp Panels. of 230 watts (3.91 KW)

Despite your name indicating a knowledge of these matters; I disagree with you. If you look at the notes page of the form D1, just under the section stating the various charges due; it roughly states "These applications are free, but if you are including a new photo, we will renew your license at the same time and there will be a fee of £20." Just out of curiosity, what penalty could I face if I didn't update the address on my driving licence?

Maximum fine £1000, in practice probably more like a couple of hundred unless you're very well off (the actual level depends partly on your income). It doesn't tend to be prosecuted very often but not updating your address does have the potential to cause you serious hassle if, for example, you're ever required to send it in for endorsement, the letters telling you to do this never catch up with you, and the DVLA end up revoking it, leaving you driving around with no licence.Just out of curiosity, what penalty could I face if I didn't update the address on my driving licence?0
