Online company not answering emails/phone - who can I compain to?

I purchased some footwear for my sister for Christmas. They are letting in water and so I emailed the company and they sent an email with their returns address. However they said the item was no longer in stock and I would have to have a refund. I looked on the site and they are in stock. I emailed them about this and have never received an answer and I have emailed since. This goes back to 11/1/13. I tried phoning them but it's costing me a fortune and I am in a queue. The recorded message doesn't even tell you what number you are in the queue. It says if you send a message through their site in your account they will answer within one working day. The boots are definitely in stock because I went through checkout to see if I could by them and it said in stock, dispatch within 24hrs. Is there any regulating body I can complain to? Thanks

It would help to name the site so we can check or you can check the domain name here http://whois.domaintools.com and see where it is registered.

Being able to add them to the online basket is absolutely NO guarantee they are in stock.

Stop emailing and write to them the old-fashioned way using recorded delivery but if they don't have stock there's not much you can do but to accept the refund.
