The FD regular saver would not work, but there are some regular savers that could be used. But unless I lived near one of the Nationwide subsidiaries that is offering 5% on £100-£500 per month and allows one penalty free withdrawal it's probably not worth the hassle.

But only for deposits over £3K, and it costs £2/mth.
    • 1.00% AER/gross (variable) on balances from £1,000
    • 2.00% AER/1.98% gross (variable) on balances from £2,000
    • 3.00% AER/2.96% gross (variable) on balances from £3,000 and up to a maximum of £20,000.
Lloyds Vantage could be an alternative, but neither the 123 nor the Vantage are best before you get to £3K. They are both variable rates, too.
    - 1.50% AER/ 1.49% GROSS variable on balances from £1 to £999.99.
    - 2.00% AER/1.98% GROSS variable on balances from £1,000 to £2,999.99.
    - 3.00% AER/ 2.96% GROSS variable on balances of £3,000 to £5,000.

Not sure where you're based but Cheshire & Derbyshire Building Societies both offer a 5% Regular Savings A/c which permit 1 withdrawal without loss of interest.....

(Not sure why Nationwide don't just offer this account since they are the same group...)

Well, I think you can do better. For example
Ulster Bank Special Interest Deposit Account

Interest rate: 3% gross/AER (variable, 2.5% from 15th March 2013) on balances between £1 and £15,000 and 1.5% gross/AER (variable) on remainder of the balance above £15,000
    Monthly payment: £1-£1,000
Miss any payments: No stated penalty for missing a payment
Penalty-free withdrawals: Yes. Unlimited withdrawals are permitted on the Account.
Age of applicant: 18 or over
How to open account: Branch, Online or Post
Special conditions: Maximum balance £100,000. You must set up a Standing Order to credit the Account monthly. The Standing Order must be for not less than £1 and not more than £1,000. The Standing Order can be increased or decreased within these limits. Several forum members report on page 102 of this thread that you can use an electronic payment or a cheque for the first payment.

As well as the Ulster one, you could consider
Yorkshire BS Regular Saver (Issue 2)

    Interest rate: 3% gross p.a.
    Monthly payment: £10-£250
Penalty-free withdrawals: Yes, can make 1 penalty-free withdrawal per account year
How to open account: Branch or post (account can be operated online once opened but must be opened at a branch or by post)
