What is the time limit on reporting a problem?

Last year (25/4/12) I bought a photo album through Amazon but only got around to using it last weekend. And I discovered that out of 50 sheets, 24 were faulty - the picture pocket was only sealed top and bottom so the photos just fall out. I realise that this is a long time but... Their response was "We are sorry to hear this. This is very unusual. Damages/defects need to be reported within 7 working days from receipt of the item to process a claim.Unfortunatley this is outside of the claim window."

Is it too late?

    Did you buy from Amazon or a marketplace seller? That doesn't sound like an Amazon response. If Amazon, speak to them on live chat, they tend to be very helpful.

    If a marketplace seller, as you are outside six months the liability is on you to prove that the item is inherently faulty.

    Given the time frame the onus is on you to prove the fault is inherent to manufacture, rather than wear & tear or misuse if you want a remedy under the SOGA. I'm not sure how much you paid but tbh I'd doubt it'll be worthwhile going down that route for an item like this.
