contravention 62 haringey council how to appeal

I parked on the pavement on Coppetts Rd N10 last week and had my car towed away. I didn't see the sign (it was tiny) & there was no indication I'd be towed away.
The space I parked in was a valid space – a vehicle can park in this spot without its wheels on the pavement as there are no other parking restrictions such as yellow lines. In fact, had I parked with all wheels fully on the road, this would have been more obstructive to motorists but ironically I could have done so without penalty.
I reckon I'm unlikely to get the £55 parking fine back but I want to appeal the towing and get the £200 back. My grounds for appeal are that under The Removal and Disposal of Vehicles (Amendment) (England) Regulations 2007, there should be an appropriate period between serving the PCN and towing away, as follows:
(a) in the case of a vehicle as respects which there are 3 or more penalty charges outstanding, 15 minutes;
(b) in any other case 30 minutes;
The time on the PCN (for contravention 62) was 10.29am and the car was towed before 10.40 (that's when i returned). It was therefore towed away within 15 minutes and I have photographic evidence taken at 10.50 to prove that it was towed away within 30 minutes.
What are my chances if I appeal on this basis - council is Haringey?

May I suggest you also post this on pepipoo.com, they specialise in council tickets. You will need to have a copy of BOTH sides of all paperwork you got when collecting the car, assuming you have collected it, if not yet do not ask for paperwork, just take what is given. As you are not allowed to park on the pavement in London, with certain signed exceptions, this is the reason you were ticketed. I don't know the regs on towing as not in London. Provide also a link, on Google SV to the exact spot where it occurred. You have no choice but to appeal now that they have your money but you have a shortened timescale to appeal so get it sorted quick.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
