What does talk talk mean by new landline

I have three internet at the momment and i'm sick to death of not being able to connect so i thought i would join talk talk for the phone and broadband. I then checked on talk talk website and they are saying that i need a new landline, so as i already have a phone line installed i contacted talk talk through live chat to say that i have a phone line already installed but it hasn't been used for about 4 years but they still telling me that i will need a new landline, so i took it that i would be having a new master socket and a line from the pole outside, but when the bt engineer turned up he said i didn't pay for a new line. So would know what talk talk means when they say you need a new landline as i have tried asking them but they don't seem to understand me.

Your line was disconnected, so you needed a reconnection. BT OR charge the same price for a reconnection as a new line provision.
When BT attend to provision a new line, they will reconnect the existing line and master socket if technically possible.
So TT would have charged you the same for either service.No free lunch, and no free laptop0
