The actual EU legislation requires an energy certificate every 10 years and is not intended to apply to historic buildings (ie. mostly new builds or major re-modeling of large buildings). This is true of rentals too i.e. aimed at large scale rentals such as apartment blocks etc. not single dwelling shared lets etc. Additionally, in such cases where a number of properties are mostly similar e.g. a 2 bed flat in a large block, the energy efficiency rating for all the flats can be taken from testing one of similar layout.
What the government are doing with energy efficiency legislation and HIPS in general has nothing to do with improving the energy efficiency of the UK housing stock and everything to do with raising data for future council tax reclassification."I hear and I forget. I agree with Eyesparky. The Government is, yet again, trying again to market a product under a veil of deceit.
The energy efficiency rating is definitiely used by the Government to obtain data and then levy new taxes or something to the property as previous posters have said.
The HIP does nothing to help the buyer or the seller in achieveing their main aim (i.e. completing the sale quicker).
UK is the worst country in terms of timing between the start and finish of a retail property transaction.0 -

One has to hope that the legal challenge for a judicial review by The Royal Institution of Chartered Surveyors (RICS) goes through or MPs manage to kick it out today when they debate it

Crash Gordon has so far refused to be drawn on the issue of HIPS and that just shows how thorny the problem is for him as he usually manages to get his sticky fingers into most things that don't have anything to do with his office.
Apparentley he said they're a good idea and have his full backing (yesterday) I noticed there's nothing in todays news about it!0 -
