Help restoring a Dell Netbook back to factory settings

Hi All,
I need to restore a Dell Netbook back to factory settings in order to sell it, Ive looked online and read that I have to press F8 until advanced boot options comes up, but its not doing that, it just making a loud alarm type sound!?
Can anyone help?

assuming it boots normally, press F8 just after it's switched on, not before.!!

about a second after you switch on, before the starting windows stage!!
