Homecall/Pipex Cold Call Sales CON

My Mother-in-law was contacted by Pipex/Homecall, by a cold call sales person in February. She agreed to go with them and understood she would be getting a international rate of 17p/min to one destination in particular, however, when the first Invoice arrived it was 32p/min.
She called to cancel saying she had been misled.
She has received a closing Invoice with a £30 cancellation fee (line rental part).

I'm not too sure where she stands. Since following making the agreement on the phone, she never received anything in writing about the agreement or the call charges. Basically everything is down to what was said on the phone.

So. Is it possible that the phone calls have been recorded?

If she is not getting what she was sold, does she have the right to cancel with out charge?
