Don't rule out the convector heater under/near your work station . Very cheap to buy and as heat rises will keep your whole body warm rather than just your face like a halogen heater
In fact as this is MSE have you tried your existing oil rad under your table/desk by your feet?
Which reminds me - I used to work with someone who always had cold feet unless the office was so hot everyone else was baking. In the end we managed to get one of the low power greenhouse heater tubes fixed under their desk so it kept the area under the desk warm. They run on pretty low power - some as low as 100W. Might be worth looking into - you'd maybe need a guard on it to avoid burning anything on it, but one of those under your work table etc with maybe a board down the back like the modesty boards under desks, might keep your lower half warm and direct heat up towards you.
Weston Dave very good idea. Cheap to run and keep on most of the time , I had one years ago to heat my bedroom in a shared house with no central heating, had forgotton about them.
Combination of the greenhouse heater and the oil heater may well do the trick.
