can i refuse to sell

if my ex has only been on the mortgage fir a few months and stopped paying two months ago and has become stubborn and not signing paperwork can i refuse to sell it. we are right at the final stages of my new bf going on and my ex wont sign over without a copy of my council tax. he wants to make sure nibodys lived there whilst hes been paying. my new partner has moved in now as i cant pay without him and my has stopped paying before its sorted. if he wont sign and insists he wants to sell can i refuse as me and my bf have been accepted and can take it on and does he have to keep paying??

Seems reasonable for him to see council tax records for what is legally his house. Sorry if that's not what you want to hear.This is an open forum, anyone can post and I just did !0

I would suggest posting on the housing board, but you need to be a bit clearer as to who owns the home at the moment.
