Do I need an architect or a bit of squared paper?

Have just moved into a chalet bungalow, the upstairs has 3 beds and a bathroom. One of the bedrooms you have to reach through another bedroom. We got an architect round for a quote and free advice. he suggested putting a corridor through the first bedroom and moving the bathroom into the now smaller room. Great, simple idea. He quoted £575 for the drawings and said building regs would be another £275.
Can I not just get a joiner to put a wall up? My plumber said it would be straightforward to move the bathroom. Would it be harder to get the permission from building control without 'proper' drawings? Thanks for any suggestions

    Building control need you to be clear about your plans. You can do it yourself, but it is more than just the new layout. They will want to know how you are going to construct the studded wall, how you are going to plumb the new bathroom, venilation, drains, fire escapes and emergency access, electrics and doubtless a load more things which I haven't thought about.
