How big is this block of flats - If it's only 4 - 6 flats organising a combined Meter Identity session is feasable, but if it's big block you are on your own
Bearing mind that the flats have ECO7 Heating/Hot water, every meter will be recording use during the night, particularly at this time of year
At say 2am, turn off absolutely everything in your flat and then visit the meter room - Your meter should then be the only one that is not recording use
Useing mobile phones, confirm the meter is yours by haveing your flat mate plug in just the kettle and Switch it on and off - the meter should register the bursts of use in synch. with the kettle switching.
As the 'wrong' meter has been been billed against your flat since it was built, establishing what you proper billing should have been prior to your Switch, is almost impossible.
There is also a problem with your present supplier as the opening reading you gave to them when you Switched, was totally wrong.
The usual solution is for the supplier to monitor your readings on the correct meter for 3 months. Then based on those readings, issue ESTIMATED bills for the period since you Switched
