Car insurance legal cover

I'm just about to renew my car insurance and I'm a bit confused about legal cover.
A lot of the add-on legal cover mentioned by the insurers are only valid if you are in a not-at-fault accident.
What is the situation if you are in an at-fault accident and you are sued for whiplash, etc., (as is very common) Are you on your own?
I thought this was previously covered by insurers?

So the extra legal cover is for things like uninsured losses? (i.e. claiming your excess back)

..........and in our case (2 no-faults in 2012), the legal cover turned out to be for nothing more than that. "Legal cover" description a bit of a joke really, they barely had to lift a finger and I rather get the feeling that if there was anything more than a brief letter necessary, they would've found it too difficult!

I have used legal cover to successfully sue a third party for damages. In my case, it was well worth having.
