Do you have to claim Jobseekers allowance to get housing and council tax benefit

I am currently claiming Incapacity benefit but have been told I no longer qualify. I currently do permitted work, working on average 12.5 hours per week earning £84 per week (minimum being 69). I want to continue doing this work when my benefit stops and get help with my rent and council tax. If possible I would prefer not to sign on. Can I do this or do you need to claim JSA to get housing and council tax benefit

No, you can work and claim HB & CTB, it won't be the full amount though.

Is there a reason you are not appealing this decision?
You would be paid at the appeal rate until the decision was made, and can as I understand it do permitted work during this time.
