Water doesn't even need to be that warm. Just above 0 would help. Then keep your heater on it and/or the wipers on to stop it icing over it.
As for your claim.. I don't think you will get anywhere with it. Especially since you've admitted the damage was actually caused by you and as mentioned could have been prevented.0 -

I have a feeling your right, I'll still mention it to my neighbour so in future he tells me to move my car before he has his gutter cleaned. Can any recommend any solutions I can try to remove the scratches? I'm thinking of ringing up autoglass for a quote.0 -
The neighbour has done nothing themselves unless you believe they instructed the workmen to throw the dirt on your car.
As others have said, you are the one that actually damaged your windscreen. It is not a massive leap of faith to say that if someone was pressure washing gutters then some debris and water will have gotten onto your car but ultimately you are making assumptions as you never actually saw it, for all you know some random kids might have thought it would be fun to thrown mud at your car.
I think your chances are exceptionally slim of recovering anything. If it makes the car a hazard to drive and you have comprehensive insurance then you can normally claim on that without it impacting your NCD and with a reduced Glass excess being payable. BEFORE you speak to your insurers read your policybook as there are some exceptions to the above0 -
Would have been nice of the workman to give you a shout. If his ladders had fallen onto your car for example he would have been liable through his public liability insurance I believe so it can be in their interests to let you know what is going to be happening.
I'm surprised it has caused a lot of damage though. You'd have expected it to be scraped off suspended in the ice not rubbed across the screen.

I don't believe my neighbour instructed him to throw mud at my car but I defo know the mud on there is due to the workman as my dad saw him doing there gutter and he also knocked my door to see if I wanted mine done. If I could show you a pic of the car you'd clearly be able to see that its been 'sprayed' on the car and only the areas of the car you'd expect to have been exposed to the spray are covered in mud.

I'm a bit surprised that glass could be scratched by scraping off ice even if it does have dirt in it. Living where I do we get serious frost at times and vigorous scraping is required to clear enough space to see out of, and I've never come anywhere near causing a scratch in the glass. It's very tough stuff generally, which is why fictional cat burglars have to use a diamond ring to inscribe a circle so they can reach in through a window to undo it :cool:.0

Try using a sharp steel paint scraper. You can scratch it if you try hard enough.
Diamond cutting glass does work though. Even been to a glass shop?
They scribe a line or pattern and tap that line and it fractures all the way through.
I used to deliver to one and watched them work many times. I asked why not score deeper and was told. You only ever scribe the line once. If you go over the line again it wonr break cleanly.

I've heard warm water can crack the windows.
Boiling water most likely will crack windows.
Warm water won't. I always use warm water at home, even up to -15C.
Maybe you should have a word with your neighbour about what he allowed to happen.
If my neighbour allowed that to happen to my car I would have knocked him out - but my neighbour has too much respect for others and their property so it would never happen.0
