DLA to PIP is there transitional protection?

For a DLA claimant where there is no change in claimant circumstance and the claimant is eligible for PIP but at a lower entitlement level, is there transitional protection or does the claimant drop to the new level immediately taking a drop in benefit.

Also if the DLA claimant was also claiming Income Support with premiums due to DLA entitlement. If they have already been transferred to Universal Credit and received transitional protection, but now lose entitlement to the premiums due to DLA to PIP transfer, but are still eligible for PIP at a reduced level, what happens to the transitional protection they are receiving under Universal Credit transfer because there has been no change in claimant circumstance.

    There is no transitional protection for DLA-PIP, as there is no transition.
    You have to make a fresh claim for PIP - you are not migrated over from DLA.

    It is unclear as far as I know if there will be IS-UC conversions, or if the claimant will always go IS-ESA-UC (if no change of circumstances).

    Legislative changes are generally a relevant change of circumstances.
