the DHP guide you mentioned, if its the same one - http://www.dwp.gov.uk/docs/dhpguide.pdf - theres a section on Income & other resources, p14 of that link. it does mention disability benefits in general.

was the person making the decision aware of what you use the DLA for ? did you give them incomings & outgoings ? if not it would be worth giving more info & asking them to look at it again.

theres no harm in ringing and asking for a reason for the decision anyway, might help you decide whether to pursue it or not.

Unfortunately, when I make a decision on a DHP, I do use DLA as income. However, my form asks for income and expenditure so it balances out. If you spend equivalent of DHP on medical expenses etc, then it pretty much cancels itself out.

Sorry not to have better news for you. However, although not an appeal, at my LA, if someone doesn't think I have made the right decision, they can ask for it to be reviewed by the Benefit Manager and Head of Service. HTH
