Apparently the Chinese have taken out 2,200 patents for applications of graphene, the USA 1,700, the UK 54. Well done the thrusting enterprising risk-taking private sector!

Yes.
What's the population got to do with it? If you want to lead the world in graphene technology you invest in the research facilities. If you don't (eg Monaco, the Vatican, S Sahara) you don't.

The number of patents isn't proportional to population - do you think millions of Chinese peasants are all trying to make graphene over bonfires in their back yards?
