Earlier this morning, two houses opposite had snow on the roof.
Two nearby houses, facing the same way , the snow had mostly melted.
In spite of free insulation and the high cost of heating. I give up.

Free insulation is not always free.
For example, my attic has 10cm or so of insulation.
However, it's boarded out, and has lots of stuff in.
Improving to current levels would be expensive.

It's an unfortunate reality that many older people have stuff in the attic they can't easily move the whole of, even if they wished to, to insulate.
It transforms a 'free' offer of insulation to the stress of disposing of, or sorting through posessions, and employing someone, or persuading them to clear the attic.

Not true, the energy companies are so desperate to give it away they employee people to move items about in the loft space as they go. Not sure if they pull up boards but I would expect they will also do this.

The energy companies are struggling to meet the government targets and will receive large fines if the don't.
