Redundancy payment

I am asking this on behalf of my friend who is not on the Internet.
He has been laid off for the 3rd time in 12 months by his place of work. He doesn't expect there to be an upturn in work from what he has heard and intends looking for further employment.
He has been told that, 'If he is made redundant he will be entitled to £3200 in redundancy payment.' However, whilst that decision hasn't been made yet, he has been told, 'If you find another job, then you will waive all rights to the payment!' He (like me) thinks it is a Catch 22 situation?
He has heard that if he is laid off for 13 weeks, then he can get the payment. however on the two previous occasions he was called back into work after 6-8 weeks. He thinks also that they only do this to stop him looking for another job.
Are they entitled to do this so I can tell him were he stands?

How is he going to get £3200 if he has been laid off three times in twelve months? That's an average of 4 months work.0

I think you need to do some VERY basic research into redundancy payments.0 -

The information you need to reseach is layoff start here but do look for other references.
there are quite strick rules for claiming redundancy so be sure or get proper advice

How long you can be laid-off
There’s no limit for how long you can be laid-off or put on short-time. You could apply for redundancy and claim redundancy pay if it’s been:- 4 weeks in a row
- 6 weeks in a 13-week period

I am only posting the basic information Because that is what my mate has told me. Directions of where to look are appreciated, thank you!
The £3200 is what he was told by the factory manager. I will let him know about the 4 week 'Lay off.' Thank you!0
