Those of you still with paper ones, remember when you're forced to "upgrade" them, to get a certified copy of your paper licence made first. The DVLA have a tendency to lose any non-standard entitlements you have, most notably the ability to drive a 7.5tonne luton van, which is no-longer given to new drivers, but even entitlements that people have taken a test for such as motorbike and truck have been known to disappear.
Could be bad if you drive any of these for a living, and of course the DVLA won't accept a simple photocopy or anything.0

Your best option would be to go to a main post office that has a photo booth at one of the counters. That takes your photo and signature electonically and the PO staff check your id there and then.I still have a paper licence, mostly because it's going to be a PITA for me to get a photo one. I'm French, so obviously I don't have a UK passport for the DVLA to access electronically and because there is absolutely no way that I am sending my passport anywhere, I will have to go to one of the very few DVLA offices which can check IDs on-site. I was toying with the idea of wasting a day this year to get that done, but it looks like I might as well wait until the new standardised ones are out. To my knowledge no one has yet received a penalty or been taken to court and fined.0

To swap a paper licence for a photo one you need specific documentation for ID.
 https://www.gov.uk/driving-licence-application-identity-documents
You will need either a valid UK Passport or
a biometric residence permit (formerly known as the identity card for foreign nationals)
 a UK certificate of naturalisation
UK birth and adoption certificates can also be used, but need to be sent with one of the following:- National Insurance card or a letter from the Department for Work and Pensions showing your National Insurance number
- photocopy of the front page of a benefits book or an original benefits claim letter
- P45, P60 or pay slip
- marriage certificate or divorce papers (decree nisi or absolute)
- college or university union card or school record

How will they have a passport number if they have no other ID?
Anyway, I recently had to get my licence updated from the old paper one because I needed Photo ID for a job interview and that was the quickest way to sort something out.
I have no passport but it wasn't too hard to change to a photo licence, I did it on line with no problems.
This takes you through the process.

This doesn't actually surprise me given my previous experience with that company.0
