scottish power - debt on prepayment meter??

I switched from Scottish Power in December to EON both on pre payment meters for my electric.
I have just received a final bill from Scottish Power with an estimated reading and they reckon I owe £13.67. I have just rung them and spoken to a very rude and abrupt lady who advises me that a debt can be run up on a pre payment meter??? I tried to tell her that at no time was a debt showing on the meter from before the switch and indeed after switching companies but she was incredibly rude and just kept shouting over me.
She also tried to say that the final reading was 7th December and no payments were received after that even though I told her a payment had been made on 9th December which is also showing on their statement...
There are also primary and secondary rates showing on the bill when my meter only ever showed 1 rate. They reckon the primary rate is the standing charge but this on the bill is showing at a rate per kwh. My meter shows a rate per kwh and then the standing charge at a weekly rate.
Does anyone know if debts can build up. Bear in mind we had a powerpod so we could do home top ups so never went into the emergency as always kept an eye on it.
I have asked Scottish Power to sort this but they have told me I have to write in as that is protocol but the bill still stands.

Yes debts can build up if you go into emergency credit, this is due to standing charge not been taken. It also can be you using your topup card for another supplier to early or even a change of supplier read been wrongDon't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.0
