That's something called SpeedStep, which runs the processor at a lower speed if it isn't heavily loaded. More intensive applications will cause the CPU to run at 1.6 GHz. Don't think it matters whether battery or mains powered.
You can change the settings so that it always runs at full speed. I used to run none intensive applications and my processor always was running at full speed. You just have to mess around with the power settings.
Couldn't find any trace of speedstep (no icons etc.) indicating it's built in, so I used "Always On" power scheme and presto...
CPU Family: Intel(R) Pentium(R) M processor 1.60GHz Model 13, Stepping 8 CPU Speed: 1596 MHz
From ebuyer I may as well ad a 52p DVD-R to the order.
As I've already got 1GB in there already and the vista meter normally shows around 60% usage, should I get an additional 1GB or 2GB  (it's a Core2Duo 1.8Ghz)
OR: Get the 1GB 667Mhz memory sticks from ebuyer and flogg my current 512MB 533MHz sticks on ebay
