Problems with Northern Rail

Where do you go after you receive no joy from a rail companies customer service department? I've got them fabricating stories just to get out of reimbursing around £10 because they mis-sold a ticket. And they are no longer responding to any of my correspondence. It's turned a minor refund into a major point of principle.
Does anyone have the direct contact details of the chief executive as I think it would be useful to illustrate to him how his Customer Service team behave? (email ideally).
Or is there an organisation which takes up cases like this?

Passenger Focus are the rail complaints Watchdog. Don't hesitate to not involve your MP either as the franchise was awarded to Northern Rail by a government department. Keep at them. They are happy to take the money regardless.0
