Problems with Northern Rail

Where do you go after you receive no joy from a rail companies customer service department? I've got them fabricating stories just to get out of reimbursing around £10 because they mis-sold a ticket. And they are no longer responding to any of my correspondence. It's turned a minor refund into a major point of principle.

Does anyone have the direct contact details of the chief executive as I think it would be useful to illustrate to him how his Customer Service team behave? (email ideally).

Or is there an organisation which takes up cases like this?
