They mean keep the bottle away from babies and kids in case they try and eat it or something. Who would sell talc you couldn't actually use?
You shouldn't use talc, because it isn't made of talc these days it's a composite of hydrated magnesium silicate, because it is airborne and can be inhaled, can be very dangerous for babies and asthmatic adults.

Found these in home bargains (newton abbot) at 99p a pack, both the dispenser pack with 2 wraps and the 3 wrap refill, RRP is £4.99 each.

Some scientists have suggested that talc particles could travel to the ovaries, irritate them and cause inflammation.
If this was even physically possible then shouldn't we stop using toilet paper and underwear in case paper and fabric particles reach our ovaries? More importantly we should all stop having sex immediately in case sperm reaches our ovaries!:cool::p:dance:0 -

Your link says that hydrated magnesium silicate is talc. And that it is no longer used?
