Am sorry, but where are the rules for this? I don't see them on ebay or any of the auction houses that I frequent! I also cannot see it as illegal, though possibly detrimental to the seller, but thats the way the cookie crumbles in selling stuff at auction. Receiving anything higher than the reserve is a bonus to the seller.
In many auction houses you will find buyers colluding and doing so openly.
As for ebay, well that's a different kettle of fish altogether!Do You Twitter?

Clearly you had some higher point in mind and don't stoop to trivia such as the sales venue
