Why do gift cards regularly sell for more their face value?

Does anyone have any idea, seriously, why people bid more for gift cards than their value?!

Am I missing some huge money making scam here......

    Its one way (or one theory), is its to get money out of Paypal without it going through a bank.

    Prime candidates would be someone on a Debt management plan or claiming benefits.
