How to avoid french income tax and transfer 10,000 EUR ?

Hi,
I want to withdraw 10,000 Euro that I have in france, and transfer it to the highest rate saving account I can find.
- As I am a UK resident, I want to avoid income tax in France. My bank gave me the forms 5000 and 5002, to send the English tax organization for them to fill in, and confirm I am living and working in the UK.
Do I need to send it to the HM Revenue ? Inland Revenue ? A friend of mine told me it is for the consulate... Heu... I'm a bit lost...
- Other question, how would you advise to send the money to have the lawest bank transfer charge and exchange rate ?
Last year, I brought 2,200 Euros by cash (in a secret pocket under my pair of Jeans), and didn't need to pay any bank transfer, and found the cheapest London Bureau de Change... But 10,000 is too risky !
