Jsa tax refund - confused.

Hi,
Today I received a letter from the jobcentre saying I am owed £135.20 in tax and that they have paid it into my account.
I was not working in December after being made redundant, but have started a new job this January.
I DID NOT get any job seekers allowance as I was not entitled to it.
I assume I have been refunded this as I was not working last month and therefore the tax I have paid this tax year has averaged out as me having paid too much tax because of the month I had off?
I was assuming the amount of tax I paid would adjust as soon as I started a new job....but instead I have had a refund now.
I did not expect a refund so high. And I don't really understand why the JOBCENTRE have done this for me? I would have thought the taxman would do this?
Does what I have said make sense?

DWP issue relevant tax refunds on behalf of HMRC if you have been or are claiming JSA, it will have been based on your P45 that you handed in when you made your claim and will have taken into account the fact that you now have a job."You've been reading SOS when it's just your clock reading 5:05 "0
