ESA Form Late - Advice

Hi all, posting this on behalf of a neighbour who is getting a wee bit rattled.
She put in a new claim for ESA in November over the phone. She didn't receive the form back until December 22nd. During this time she contacted the ESA team 3 times to ask about the information. It took her employer's HR department until January 4th to send out physical payslips that she required.
Benefit's office rang her on the 3rd January to check if she was going ahead with the claim. She explained the problem with the late form and the delay in getting her payslips and they said it was fine. She posted all her details on the 4th.
This morning (7th) she has a letter dated the 5th that her claim has been rejected because she hasn't sent in the required information.
She's rang them today and they've said they may reject backdating it still because the decision maker has noted the conversation on the 3rd but not considered it relevant (in the notes apparently)
She's now getting incredibly stressed. Has anyone any advice or experience with this type of decision making? One would hope common sense would prevail
It all seems unfair when she's kept in contact with them
