Right to Information

I contacted the Halifax over 40 days ago requesting information on all the charges applied to my account over the last 6 years. I stated they had only 40 days to reply.. which they didn't. I then wrote/faxed another letter giving them a further 7 days to respond. Today, I received a letter in the post saying they have received my complaint and will get someone to look into it and get back to me within 40 days..
Do they have the right to do this? I thought they needed to reply to my query with the information I requested within 40 days. Is it ok for them to just send a letter saying they will look into it?
Do I need to push them to get the detailed info to me asap?
They have been charging me £39 each time a direct debit is late.
