Only seller can issue partial refund, paypal will only issue full refund on return of item.

Unfortunately partial refunds get mis used a lot, so many of us sellers now insist on a full return or nothing.

Have you opened a Paypal or Ebay dispute?

If so, then the seller is correct. If not the seller can issue a part refund if he wants to. If the dispute is via Ebay (not sure about Paypal) there is an option withing the dispute to offer a part refund which you can accept or reject.

    just to update
paypal said i was eligible for a refund but had to returnn tracked etc etc . so ive had to cancel claim as its nice item just wont do up.
seller must have got in touch with them as i only escalated it to a claim yesterday. ah well it looks nice lol

Seller needn't have done anything. PayPal default setting is to tell buyer to return item for a refund.

would have been nice if seller had agreed to my asking of a small parial refund. he knew i didnt wish to return it and also knew about the damage as he practically admitted it in his email. just seemed very quick paypal coming to a decision but as i say it looks lovely and will add to my bond collection

Can understand why you want to keep it. Seller knew of fault yet didn't mention it. Leave appropriate feedback. As a seller I would have given the partial, especially if i knew of the fault. This seller has just risked a neg and probably a 1 star for description.
